An experienced Interim Asset Management Lead is required to develop and own a robust five-year housing asset investment plan for a large housing portfolio. This senior role sits at the centre of asset strategy and capital delivery, translating stock condition, safety and compliance requirements into a prioritised, costed and deliverable programme.You will provide professional leadership on housing asset management, ensuring investment decisions support resident safety, statutory compliance, service priorities and long-term value for money.

Your new role

  • Lead the development and ongoing review of a five-year housing asset investment plan
  • Translate stock condition, compliance and safety data into clear, evidence-based investment priorities
  • Embed fire safety, building safety and statutory compliance at the core of asset planning
  • Own and oversee the housing stock condition survey programme and data quality
  • Model investment scenarios, risks and long-term liabilities
  • Work closely with housing, compliance, finance and capital delivery teams to agree a deliverable programme.
  • Develop plans to a level of detail suitable for handover to capital delivery teams, including scope, costs, phasing and dependencies.
  • Provide clear advice and reporting to senior leadership and elected members
  • Ensure alignment with budget availability, business planning and value-for-money principles


What you'll need to succeed

You will be an established housing asset management professional with a strong track record in strategic planning and programme development.
Essential experience and skills include:

  • Substantial experience in housing asset management within a local authority or registered provider
  • Proven delivery of medium-term (3-5 year) asset investment plans
  • Strong understanding of stock condition assessment, lifecycle planning and planned maintenance
  • Sound knowledge of fire safety, building safety and statutory compliance in housing
  • Experience using asset data systems to inform investment decisions
  • Ability to develop plans ready for mobilisation by capital delivery teams
  • Strong stakeholder engagement and influencing skills
  • Confident communicator, able to present complex issues to non-technical audiences

Qualifications:

  • Degree or equivalent professional qualification in asset management, surveying, construction, housing or a related discipline
  • Evidence of relevant continuing professional development
