Senior CIL and S106 Officer Opportunity

Location:Richmond/Wandsworth Shared Staffing Arrangement

Job Description:Our client, operating under the Richmond/Wandsworth Shared Staffing Arrangement, is looking for a Senior CIL and S106 Officer. This role is pivotal in managing and monitoring planning obligations from S106 Agreements and CIL work, including high-profile planning applications. The position offers a unique blend of responsibilities that will allow you to leverage your expertise in planning legislation while contributing to impactful projects.

Key Responsibilities:

  • Manage and monitor planning obligations from S106 Agreements and CIL work.
  • Maintain knowledge of current planning legislation related to S106 Agreements and CIL.
  • Perform administrative tasks to monitor S106 Agreements and determine CIL liabilities.
  • Ensure appropriate allocation of funding secured through S106 Agreements.
  • Process applications for CIL exemption and relief.
  • Accurately record S106 and CIL information using various systems.
  • Monitor Commencement Notices and identify key dates.
  • Ensure quality control in planning obligation data.
  • Provide timely information for issuing Demand Notices and recovery actions.
  • Liaise with departments to establish best practice workflow procedures.


Key Qualifications and Skills:

  • Good knowledge of planning legislation, particularly S106 Agreements and CIL administration.
  • Advanced knowledge of Excel and Access, and ability to use various software to manage data.
  • Experience of supervising and mentoring staff.
  • Proven information management and numeracy skills.
  • The ability to lead designated projects with minimal supervision.
  • Professional approach with the ability to interpret complex regulations.
