Hays is delighted to be working a local authority based in Hertfordshire, they are keen to meet experienced major works officer with knowledge on section 20 processes.
Your new role
- Deliver proactive, excellent customer-focused and efficient management service to leaseholders.
- Ensure statutory consultation on major works projects, improvements and qualifying long-term agreements.
- Accountable for the delivery of services provided by the Investment team, including verification, monitoring and production of the Section 20 process, major works and associated project management.
- Ensure compliance with statutory obligations under the Common hold & Leasehold Reform Act 2002 (CLRA), Section 20 of the Landlord & Tenant Act 1985.
- Prepare invoice information for the Leasehold Income team and issue Section 20b Notices within statutory deadlines.
- Address leaseholders' observations on the standards and cost of goods, services and works in a timely manner.
- Conduct consultation and establish an audit trail of consultation and customer satisfaction.
- Scrutinise costs produced by technical teams and contractors, ensuring all works carried out can be evidenced.
- Interpret complex information and assess whether a matter should be referred for further Legal action.
- Prepare legal cases and First-Tier Tribunal (Property Chamber) (FTT) bundle documentation where legal action is necessary.
- Prepare regular statistical and written summary reports and KPIs for managers and senior managers.
- Act as principle liaison with colleagues in the Housing and Investment directorate and across the Council.
- Assist in writing and reviewing policies, procedures, reports, and ensure all policies and procedures are up-to-date.
- Deal with complex and contentious correspondence, members' enquiries and Stage 1 complaints.
- Stay up-to-date with all latest legislation, governance and regulations relevant to the role.
- Responsible for comprehensive and efficient recording of information and the management of electronic and paper records.
- Assist in the exploration and possible implementation of the offer of an external property management service to landlords and members of the public.
- Take a leading role within the team for project managing, setting activities, working with colleagues and other contacts from initiation to completion.
- Carry out estate inspections and site visits as required.
- Conduct lease reviews as required to ensure accuracy and maximum recovery of costs for the council.
- Work with colleagues within Housing and Investment and ICT to assist in the improvement of digital services for residents and mobile working solutions for staff.
What you'll need to succeed
Recognised qualification in housing management, property management, legal qualification or accountancy/budget management and specialist and extensive working knowledge, expertise and experience in Section 20 Consultation, leasehold management, Right to Buy, and key leasehold legislation, in particular CLRA 2002, L&T 1985 and Housing Act 1985.
