Our client is ambitious local authority based in Hertfordshire . It has a large commercial property investment portfolio, and a range of community and corporate assets. The corporate and community asset management function was up until recently operating as a separate service and has been brought together with the investment & regeneration functions to form the Property & Asset Management service, led by an Associate Director, forming part of the Place directorate.

The commercial assets, located both inside and outside the borough, with a revenue of over £8m per annum, need strong oversight and continual focus/monitoring. Whilst the Council has appointed external property/asset managers to take day to day responsibility for this portfolio, there is an intelligent client function to be fulfilled and a need for regular reporting, liaison with this external party and internal services (Finance and Legal primarily) to ensure appropriate asset management of the portfolio.
The role of the Interim Asset Manager is to provide senior surveyor support to both the investment and community asset portfolios and work with the Interim Senior Manager on a number of initiatives.

They have the following in progress:

• Ongoing estate management cases and work to formalise leases.
• A programme of repair/refurbishment and in particular works needed to comply with MEES
• Consider how to approach decarbonisation in order to reach our goal of being net carbon zero by 2030.
• An update and adoption of our property asset management system.

The intention of this role is to ensure the completion of the various tasks above, work with the Council's senior management and members to agree a future strategy/framework for our community assets and support the development of robust contracts with tenants with KPIs and performance metrics.
