Your new company
The Council's 2020 declaration of a climate emergency sits at the heart of its ambitions to make Barking and Dagenham the 'Green Capital of the Capital' and lead a green recovery in the aftermath of Covid-19. Our Draft Inclusive Growth Strategy commits to making the Council carbon neutral by 2030 and by using its policy levers, the wider borough by 2050. You will be responsible lead for Net Zero Built Environment and key sponsor for the initial planning of our 15 year programme of housing retrofit including specific management of grant-funded schemes for both council and private housing

Your new role
In your new role you would be responsible for the retrofitting of the Borough's housing stock, the Council's corporate assets and the decarbonisation of fleet and transport are key elements in getting to those targets. In order to do this you will be:

  • Providing client-side direction, assurance, management and support to the Head of Property Management and Capital Delivery and the Head of Sustainability, Net Zero & Parks Commissioning
  • Overseeing and sponsoring the specific planning by My Place of the stock decarbonisation programme, including the deep retrofit Energiesprong trials and provide support to the corporate assets
  • Assisting the council's efforts to transition the borough towards a low carbon future, decentralised and decarbonised local energy systems
  • Bid writing for all possible sources of external funding to support decarbonisation commitments and managing the schemes and reporting if successful in being awarded grant
  • Working closely with B&D Energy on a weekly basis and liaise on the delivery of largescale heat networks across the borough and its decarbonisation, acting as first port of call and interface between the company and the Council
  • Liaising with planning policy and design leads in Be First ensuring decarbonisation and sustainability planning is captured in new-build proposals
  • Responsible for working with My Place on the deployment of electric vehicle charge point infrastructure across the public realm and corporate estate; including general policy and related activities which encourage low emission neighbourhoods
  • Providing expertise and input on key policy or strategic matters related to delivery of the council's ambitions of sustainability, the Green Capital of the Capital and contribute to the delivery and implementation of the Zero Carbon Roadmap.


What you'll need to succeed
In order to succeed in this role you would need:

  • To be from preferably educated to at least degree level in a construction and project management related discipline
  • The ability to work and manage multiple stakeholders and the ability to buy in and have enthusiasm for new ideas among diverse stakeholders
  • To have Extensive experience in successful bid writing
  • To have a high level of personal self-supervision and be able to provide in clear and concise terms complex ecological matters in reports and presentations to colleagues and external stakeholders.
  • The Programme Manager is expected to have a clear understanding of ecology and the importance of environment in a local government context and will be responsible for reporting back to the Head of Sustainability, Net Zero & Parks Commissioning on all matters pertaining to the strategic delivery and outcomes of biodiversity, tree-planting, habitat restoration and green space management.
