Your new role
Enfield Council are looking for a Head of Operational Estate Management to manage the Council's operational assets. You will be reporting into the Head of Strategic Property Services and will work closely with the Head of Property Asset Management, Head of Property Development, and Head of Property Information in delivering the Council's approved 'Strategic Asset Management Plan', with your focus being on the operational estate.

This role will require you to act as the Corporate Landlord and ensure the strategy is fully embedded across the whole operational portfolio to deliver fit-for-purpose space that is efficient, value for money, and environmentally sustainable. As the operational property team sits within a strategic team, it acts more as commissioner for works that need to be undertaken rather than being the team that carries out those works. These are delivered by the Council's 'Construction, Maintenance and Facilities Management, team.

As the Head of Operational Estate Management, you will play a key part in the Council's transformative 'Build the Change' programme which focuses on the consolidation and rationalisation of the corporate office estate portfolio. You will be working with the programme's other workstreams of construction, HR, IT, and communications, and their respective external consultants, as the lead on the premises and workspace elements of the programme, which will include delivering reports and presentations to the Programme Board.

What you'll need to succeed
The successful candidate will have a solid track record in estate management across a varied portfolio and will be experienced in introducing and embedding a Corporate Landlord Policy. You will have project experience and be up to date with all legal property compliance. This role is working purely on the operational estate and involves minimal traditional Asset Management transactional work. Although experience of this would be desirable, property and estates management experience is essential, as well as having a strong commercial acumen, a strategic perspective, and team leadership. Ideally you will be RICS qualified (but is not essential).
