The role As well as having a key role in the above, the Property Department is responsible for managing the Council’s diverse and substantial public buildings and commercial property portfolio and are seeking a qualified Building Surveyor to join the small team.  The Building Surveying Team Leader will enjoy a varied workload which will include all aspects of routine building maintenance as well as larger repair and refurbishment projects.

The post involves travel across the Borough for which an essential car user allowance is payable (included in above package).

Main responsibilities Overseeing the workload of and line management of the Civic Building Surveying Team, including 1-2-1 meetings and appraisals.  Ensuring the maintenance and refurbishment of the Civic building portfolio is undertaken.

Undertake a range of specialist tasks including:

Inspection and assessment of buildings, preparation technical reports, specifications and tendering of works.

Management of contractors and on site Health and Safety

Budget monitoring and management

Essential qualifications/experience- HNC/HND in Building Studies, Building Surveying or a relevant building construction related subject or an equivalent / higher qualification. A minimum of 5 years post qualification experience in a similar role.  Experience of managing a team of technical staff and a good knowledge of construction / maintenance related legislation, defect diagnosis, a proven track record of managing contractors and building contracts, as well as excellent communication and negotiating skills.  The post holder must also be able to prepare clear concise technical reports and specifications, demonstrate the ability to schedule workloads and work to deadlines for both personal tasks and those of the wider team.  A full valid driving licence.

Desirable qualifications/experience- Local Authority experience; use of CAD and property management database; experience of electronic tendering processes and procurement via framework agreements.
