OBJECTIVES OF THE POST:

Ensure that all Authority properties are in a condition that is fit for purpose and that preserves their asset value.

To manage and co-ordinate a range of, mainly, construction-related projects within the Yorkshire Dales National Park, from set-up through to satisfactory completion, and to ensure that time scales, health & safety considerations and budget constraints are managed appropriately.  To give informal advice and support on contractual issues and project-related health & safety issues to officers.

Ensure all projects consider environmental implications and take a lead in promoting sustainable technologies to reduce carbon emissions.

To procure and manage Authority contracts.

DUTIES & RESPONSIBILITIES:

Property Maintenance

  • Prepare a property strategy every 5 years which aims to:
    • set out a strategic vision for our properties,
    • keep the property portfolio under review,
    • provide a framework in which the future building maintenance work programme is set, and
    • set a rolling 5 year budget based on the maintenance programme, to be reviewed and updated annually.
  • Carry out all recommendations of the property strategy including the review of the property portfolio ensuring all authority buildings and public toilets are maintained to an acceptable standard.
  • Prepare annual management plans for maintaining and improving the Authority’s property, including budgets, reviews, surveys, preparation of specifications, commissioning and supervision of works for all premises across the Authority.
  • Responsible for the running and maintenance of the Authority’s sustainable energy resources (biomass boilers, ground source heat pump, PV panels) and maintenance of toilet turnstiles at Colvend.  
  • Maintain a ‘user manual’ for each of the Authority’s main buildings, and ensure that appropriate maintenance care contracts are in place.

Capital Asset Projects

  • Manage capital projects in a professional manner, including financial and contractual obligations and the effective management of contractors. Establish effective communication links between Authority teams and those contracted to provide external project services.
  • Prepare accurate briefs, cost estimates, specifications, safety and other relevant documentation in support of each agreed project
  • Act as lead officer for any planning applications made by the Authority for any of its programmes or premises.
  • Act as lead officer in any proposed disposal or acquisition of property, ensuring Authority rules and regulations are followed and for obtaining suitable legal advice in relation to all property management issues.
  • Liaise with relevant staff on maintenance or renovation works affecting listed buildings and other sensitive sites within the Authority's ownership or where the Authority has an interest.

Health & Safety

  • To comply with the requirements of the Authority’s Health and Safety Policy and Codes of Practice including risk assessments in relation to construction & maintenance projects including staff & contractor safety on site, providing relevant advice and support to officers on Health and Safety.
  • Manage the Authority’s property portfolio to ensure compliance with relevant legislation e.g. Equality Act, Water Hygiene, Asbestos, Radon, electrics, methane, fire safety.
  • Member of the Health & Safety working group.
  • Responsible for completion and implementation of recommendations of the annual risk assessment of the Colvend Workshop.

Procurement, Contracts and Leases

  • Identify and co-ordinate cost effective procurement of property surveys and valuations. Liaise with Finance annually regarding asset revaluation procurement.
  • Prepare and update the Authority’s lease register, co-ordinate the review of renewals of all property and land leases before expiry.
  • Act as lead officer in any proposed disposal or acquisition of property in relation to property leases.
  • Manage the cash collection contract, the car park ticket machine contract and lead in the management of the Authority’s toilet cleaning contract. Act as lead officer for EU tendering of the contracts every 3 to 5 years.

Other Duties

  • Deliver effective line management to the Maintenance Officer, complying with the Authority’s Personnel Policies and procedures, including appraisals and identification of training needs.
  • Carry out other duties commensurate with the objectives and grade of the post, as directed from time to time by the Chief Executive.
