This is an exciting time to be part of Bridgend County Borough Council's transformation agenda, introducing a new Corporate Landlord model (the first of its kind in Wales) to effectively and efficiently deliver all of the council's property needs under one roof, including Total Facilities Management and Major Projects teams. The property portfolio comprises of 950 assets, with a value of circa £400 million and a budget of £15.7 million pa. £43 million having recently been allocated towards the 21st Century Schools Programme.
Your new role
You will be working as an Estimator to ensure all planned, preventative and higher value responsive maintenance works are costed in line with needs and demand of the project portfolio.
Reporting into the Quantity Surveyor, you will work alongside the project managers and contract officers ensuring you work as cohesively as a team to manage the maintenance assets. Your role will involve monitoring value for money and integrate social value into the specifications and tender evaluation process, estimating costs of remedial and responsive works between set thresholds and ensuring correct specifications.
You will plan and carry out the day to day workload of an estimator from initial development of schemes, on site works, finalising accounts and co-ordinating the handover of completed schemes in line with the clients expectations. Ensure effective procurement of works in line with the Corporate Procurement Rules, Financial Regulations and ensure budgetary controls are in place for the duration of the works.
You will liaise with both internal and external clients, providing advice to control costs and maintain profitability for schemes.
Able to receive working drawings and specifications, prepare tender documents, including schedules, bills of quantities, ensuring costs are kept within approved cost plans and budget, analyse tenders and prepare reports for acceptance.
You will carry out contract management and cost control including valuations, financial statements, preparation and agreements of final accounts. Liaise with design staff and other departments including outside bodies and statutory organisations on matters relating to projects.
What you'll need to succeed
You will need a degree in a relevant field and/or significant experience working as an Estimator previously. Experience of providing cost advice at inception and feasibility stages of projects. Experience of budgetary control/financial management in a multidisciplinary technical building environment.
You will have strong communication skills at levels, including written and verbal and able to form constructive relationships with colleagues and clients. Strong IT skills including Microsoft Word and Excel. Flexible and proactive approach. Full driving license. The ability to communicate in the Welsh language is desirable but not essential.

Permanent employment, starting salary £29,055 (Grade 10 £29,055 - £31,401 per year).
